1、疫情防控期間外國人是否可以正常出入境？
答：疫情發生后，中國政府采取了一系列的有力應對措施。習近平總書記指出，我們完全有信心、有能力打贏這場疫情防控阻止戰。目前，除武漢口岸關閉離漢通道外，我國口岸簽證機關仍正常運轉，外國人過境免簽政策未作調整，各陸、海、空口岸繼續對外開放運轉，外國人可憑有效的出境入境證件正常出入境。
目前情況下減少人員跨境流動有助于有效防控疫情。外國人可根據實際合理安排來華行程，外國人可繼續在華停留居留。對于確需出境的外國人，鑒于部分國家和地區已針對疫情實施相應的入境管制措施，建議提前了解清楚目的地國家或地區對人員入境的規定和做法，避免因無法入境造成費用和時間損失；前往國家、地區允許入境的，應當提前到達出境口岸，留出足夠時間接受相關部門檢查；已經出現發熱并伴有咳嗽、呼吸困難等急性呼吸道感染癥狀的，不應進行國際旅行，應當立即就近接受診治，并如實向有關管理人員說明近期活動和密切接觸人員等情況，以便有關部門迅速采取排查措施。
Question: Are foreigners allowed to entry or exit as usual during theperiod of epidemic prevention and control?
Answer: The Chinese government has taken a seriesof strong measures since the outbreak of pneumonia caused by novel coronavirus.As President Xi Jinping stated, China has full confidence and capability to winthe battle against the novel coronavirus outbreak. At present, except for thelockdown of the exit channel of Wuhan ports, all port visa agencies areoperating as usual. Visa-free transit policy for foreigners are stilleffective. All land, sea and air ports of China are functioning. Foreigners canenter or exit as usual with their valid international travel documents.
At present, it is helpful to the epidemicprevention and control by reducing cross border movements. Foreigners could make reasonable travel arrangementsto China and stay or reside in China asusual. Due to entry restrictions adopted by some countries and regions, it isadvised that foreigners who need to exit from China, should learn in advance entry requirementsof destination countries or regions to avoid financial and time losses in caseof any entry refusals. Those who travel to countries or regions without entryrestrictions, are advised to arrive at exit ports well ahead of departure timefor necessary checks. Foreigners having fever with symptoms of acute respiratoryinfection such as cough or breathing difficulties, should avoid internationaltravels and seek immediate medical treatment at the nearest hospitals. Informationsuch as recent activities as well asclose contacts should be provided to relevant authorities for any necessary controlmeasures.
2、疫情防控期間外國人如何辦理簽證延期、停留居留證件？
答：疫情防控期間，全國公安機關出入境管理部門將繼續為外國人提供簽證延期和停留居留證件辦理服務，保障外國人合法停留居留，對有緊急需要的將加急辦理相關證件。為有效避免人員聚集，公安機關出入境管理部門結合實際將安排預約辦證服務，外國人可提前聯系、合理安排辦證時間。對接待外國人較多的高校、科研院所、企事業單位等機構，出入境管理部門將根據辦證需求，視情允許代辦證件或提供其他必要的辦證便利。
Questions: How do foreigners apply for visas, stay orresidence permits during the period of epidemic prevention and control?
Answer: All exit-entry administration authorities(EEA) in China will be in full service for extension and issuance of visa andstayor residence permits to ensure foreigners' legitimate stay in China. Urgentservices for emergency situations will also be provided.. To avoid crowdsgathering risks, the EEA authorities will make arrangements for services onappointments. Foreigners could make appointments in advance for anyapplications. For those institutions which host high numbers of foreigners,such as universities, scientific research institutes and business enterprises,the EEA authorities will allow additional agent service or provide othernecessary conveniences depending upon the situation
3、疫情防控期間外國人簽證、停居留證件過期怎么辦？
答：根據我國出境入境管理法規定，外國人應在簽證、停留居留證件到期前出境，需要繼續在華停留居留的應當到公安機關出入境管理部門辦理簽證、停留居留證件延期手續。根據有關法律規定和當前實際，對因疫情防控原因難以按時出境且無法及時辦理簽證、停居留證件延期手續的，移民管理機構可依法依規視情從輕、減輕或免予逾期居留處罰。
Question:How to deal with the situation that a foreigner’s visa, stay or residencepermit expires during the epidemic prevention and control?
Answer:According to Exit and Entry Administration Law of the PRC,foreigners should exit China or apply for extension at the EEA authoritiesbefore the visa, stay or residence permit expires . In light of the relevant lawsand regulations and current situation, those who are unable to exit asscheduled or extend the visas, stay or residence permits due to the reason ofepidemic prevention and control shall be given a lighter or mitigated or beexempted from punishment by the EEA authorities depending upon circumstances.
4、在華停留居留外國人應當如何配合疫情防控？
答：廣大外國朋友增強自我防護意識，盡量不要到人群密集地方活動，采取科學預防措施，主動配合所在社區和單位、接待機構實施疫情防控措施，自覺遵守相關法律法規，服從公安機關、移民管理機構、衛生健康等部門采取的防控管理措施。如出現發熱并伴有咳嗽、呼吸困難等急性呼吸道感染癥狀，應及時報告社區、衛生健康或移民管理機構，積極配合診治和疫情排查。各級移民管理機構將進一步會同有關部門開展在華外國人防控服務咨詢工作，協助醫療衛生機構進行篩查診治，幫助解決停留居留期間遇到的困難和問題。
Question: What can foreigners do to cooperate during the epidemic prevention and control?
Answer: It is advised that foreign friends enhance sense of self-protection,avoid crowded public places andtake effective preventive measures. It is stronglysuggested to actively cooperating with local communities and inviting entitiesto take preventive measures, abiding by relevant laws and regulations andfollowing instructions of public security organs, NIA authorities, hygiene& health authorities. In case of having a fever with symptoms of acuterespiratory infection such as cough or breathing difficulties, foreignersshould report to the local communities, NIA authorities or hygiene & healthauthorities and cooperate actively in medical treatment and epidemic control.NIA authorities at all levels will work closely with relevant departments forthe epidemic prevention and control toprovide consultancy to foreigners, assistin disease screening and diagnosis with medical departments as well as dealingwith other difficulties and problems encountered by foreigners during theirstay in China.
5、中國內地居民目前是否可以正常出入境？
答：目前，除武漢關閉離漢通道外，全國陸、海、空對外開放口岸運轉正常，中國內地居民可憑有效的出境入境證件正常出入境。國家移民管理局所屬各口岸出入境邊防檢查機關將繼續為回國人員提供相應的便利和服務，并配合有關衛生醫療機構開展必要的疫情排查。根據疫情防控工作需要和一些國家、地區已針對新冠肺炎疫情實施入境管制措施的情況，為保障中外人員身體健康和生命安全，維護正常出入境秩序，我們建議近期有出國出境計劃的內地居民合理確定出行時間，避免可能造成的不必要損失。據目前掌握，目前已有朝鮮、哈薩克斯坦、馬來西亞、菲律賓、澳大利亞、韓國、卡塔爾、日本、越南、印度、英國、印度尼西亞、法國、緬甸、意大利、阿聯酋、斯里蘭卡等國家和港澳臺地區對來自中國內地（大陸）的旅客入境采取了限制性措施。如確有需要出國出境，建議您提前向有關國家或地區駐華代表機構、航空公司或境外接待單位了解清楚目的地國家或地區采取的入境管控措施情況再作安排。
Question: Are Chinese mainland residents allowed to exit or enter as usual?
Answer: At present, except for the lockdown of theexit channel of Wuhan ports, all land, sea and air ports of China are in normalservice. Chinese mainland residents could exit or enter with their valid internationaltravel documents. All immigration inspection agencies of NIA will continue toprovide services and conveniences for Chinese nationals, and coordinate withrelevant hygiene & health authorities to conduct necessary epidemic checks.In view of the epidemic prevention and control situation as well as entryrestrictions adopted by some countries and regions, in order to ensure healthand safety of travelers and maintain exit and entry order, it is advised thatChinese mainland residents make reasonable travel plans and avoid unnecessary financialand time costs. Based on currently available information, countries includingDPRK, Kazakhstan, Malaysia, the Philippines, Australia, ROK, Qatar, Japan,Vietnam, India, Britain, Indonesia, France, Myanmar, Italy, the United ArabEmirates, Sri Lanka as well as Hong Kong, Macao SAR and Taiwan region haveadopted entry restrictions for travelers from Chinese mainland. If travelers are in urgent need of exit from Chinesemainland, it is advised to make travel arrangements after consulting withrelevant diplomatic representative agencies, airlines or the inviting entitiesof the destination counties or regions.
6、目前中國公民可以到公安機關出入境管理部門辦理普通護照等出入境證件嗎？
答：為保護中外人員生命安全和身體健康，減少人員跨境流動影響疫情，維護正常出入境秩序，建議內地居民合理安排出國出境計劃，非特別急需的可暫緩申辦出入境證件。目前，湖北省公安機關出入境管理部門已暫停受理中國公民出入境證件申請，恢復受理申請時間將視疫情防控情況確定。其他地方公安機關出入境管理部門因春節長假暫時關閉窗口服務。如無特別情況，春節假期結束后，除湖北省以外的公安機關出入境管理窗口將繼續開放。
有關當事人可提前聯系當地公安機關出入境管理部門了解窗口開放信息和相關證件申辦要求。為減少人員聚集、避免奔波往返，確有需要的申請人可通過網上預約等渠道確定提交申請的具體時間，以便各窗口單位更好地提供辦證服務，提高受理審批效率。各地（包括湖北省內人員）確有特殊事由需緊急辦理出入境證件的，可隨時聯系各地公安機關出入境管理部門申請進行個案審批。
Question:Could Chinese citizens apply for travel documents such aspassports at the EEA authorities?
Answer:Inorder to ensure health and safety of Chinese citizens and foreigners, reduce risksof cross-border movements for the epidemic prevention and control, maintainnormal exit and entry order, it is advised that Chinese mainland residents makereasonable travel plans, and postpone applications of travel documents unlessin emergency. At present, the EEA of Hubei Province has suspended acceptingtravel documents applications from Chinese citizens. Normal services will beresumed according to the situation of the epidemic prevention and control. Applicationservices are suspended in EEA of other provinces during Chinese Spring Festivalholiday. Under normal circumstances, the applicationcenters except for Hubei Province will be back into service after ChineseSpring Festival holiday.
Applicants could contact local EEAauthorities in advance for further information about opening time ofapplication centers and relevant requirements. To avoid crowds gathering andunnecessary travels, applicants in need could confirmthe time for submitting applications by online appointment, so that EEAauthorities could provide better services and enhance efficiency. Applicants inurgent need for travel documents (including those in Hubei Province) couldcontact local EEA authorities at any time for urgent applications.
7、目前湖北武漢口岸是否能夠正常出入境？
答：目前，各國人員可以從湖北武漢地區的對外開放口岸（即武漢天河機場、漢口港）正常入境。因離漢出境通道已關閉，未經批準不安排人員通行。
Question:Are travelers allowed to exit and enter through ports of Wuhan?
Answer:Internatinal travelerscan enter China through ports of Wuhan (referring to Wuhan Tianhe InternationalAirport and Hankou ferry terminal ). Due to the lockdown of the exit channelsof Wuhan ports, exits through any ports of Wuhan can only be permitted withapproval.
8、目前中國內地居民是否能通過自助通道辦理邊檢手續？
答：根據口岸疫情防控工作需要，部分口岸出入境邊防檢查機關可能暫時關閉部分自助查驗通道，在這種情況下旅客應經人工查驗通道通關。請出入境旅客自覺服從現場工作人員引導，按規定辦理通關查驗手續。
疫情防控期間，口岸出入境邊防檢查機關人工查驗通道可能配合有關主管部門采取檢測體溫、詢問行程及密切接觸者情況等必要的篩查措施，請廣大出入境人員自覺配合。各口岸出入境邊防檢查機關將確保大型口岸中國公民通關等候時間不超過30分鐘，外國人出入境順暢。
Question: Could Chinese mainland residents go through e-channels as usual?
Answer:Some of immigration inspection agencies mayclose some e-channels for the moment due to current situation of the epidemicprevention and control. Under such circumstances, travelers should go throughmanual inspection channels. It is advised for travelers to follow instructions ofNIA officers and go through border clearance formalities according to relevantregulations..
During the epidemic prevention and controlperiod, immigration officers at manual inspection channels may work togetherwith relevant authorities and take necessary preventive measures such as takingtravels’ temperatures and making inquiries about travel itineraries and closecontacts . Cooperation by the travelers will be appreciated., Immigrationinspection agencies will make efforts to guarantee border inspection waitingtime no more than 30 minutes for Chinese citizens at large ports and smooth borderclearance for foreign visitors.
9、已經辦理赴港澳臺簽注但因疫情無法在簽注有效期內赴港澳臺的如何處理？
答：據掌握，目前港澳臺地區主管部門對內地（大陸）居民作出了限制入境規定。對持有往來港澳臺簽注、受疫情影響未能在簽注有效期內入境港澳臺地區的，公安機關出入境管理部門將在疫情解除后，根據持證人意愿免費重新辦理相同種類和有效期的簽注。
Question:How to deal with the situation that some travelers have alreadyobtained endorsements to Hong Kong, Macao SAR and Taiwan region but cannot traveldue to the epidemic?
Answer:Atpresent, regional authorities of Hong Kong, Macao SAR and Taiwan region haveconducted travel restrictions for Chinese mainland residents. For those who have obtained endorsements toHong Kong, Macao SAR and Taiwan region but fail to enter within the validity of endorsementsbecause of the epidemic, EEA authorities will, after clearance of the epidemic,issue the same type of endorsements with the same validity free of chargeaccording to the holder’s wishes.
10、旅客出入境途中出現疑似疫情癥狀怎么辦？
答：出入境人員如出現發熱并伴有咳嗽、呼吸困難等急性呼吸道感染癥狀，應當立即停止出入境旅行、自覺遠離人群，并到就近的醫療衛生機構就醫。口岸或駐地的移民管理機構也將提供必要的協助。
Question:How to deal with the situation that travelers have suspicioussymptoms?
Answer:Iftravelers have symptoms of acute respiratory infection, such as cough andbreathing difficulties, they should suspend travels immediately, stay far awayfrom the crowds and seek treatment at the nearest medical institutions. The NIAauthorities will provide necessary assistance as well.
