2018年，工信部出臺《工業互聯網發展行動計劃（2018-2020）》，提出到2020年底，初步建成工業互聯網基礎設施和產業體系。近日，工信部印發《工業互聯網專項工作組2020年工作計劃》，提出了10大任務類別共54項具體舉措，主要任務包括提升基礎設施能力、構建標識解析體系、建設工業互聯網平臺、突破核心技術標準、培育新模式新業態、促進產業生態融通發展、增強安全保障水平、推進開放合作、加強統籌推進、推動政策落地等十方面。
2017年11月國務院發布的《關于深化“互聯網+先進制造業”發展工業互聯網的指導意見》提出的發展目標是：到2025年，覆蓋各地區、各行業的工業互聯網網絡基礎設施基本建成，工業互聯網標識解析體系不斷健全并規模化推廣，基本形成具備國際競爭力的基礎設施和產業體系；到2035年，建成國際領先的工業互聯網網絡基礎設施和平臺，工業互聯網全面深度應用并在優勢行業形成創新引領能力，重點領域實現國際領先；到本世紀中葉，工業互聯網創新發展能力、技術產業體系以及融合應用等全面達到國際先進水平，綜合實力進入世界前列。

國家發展改革委、國家數據局等五部門近日聯合印發《深入實施“東數西算”工程 加快構建全國一體化算力網的實施意見》（以下簡稱《實施意見》）。《實施意見》旨在以算力高質量發展賦能經濟高質量發展為主線，助力網絡強國、數字中國建設。
China has released an implementation plan on further carrying out the "east data, west computing" project and speeding up the construction of a national computing power network. The plan, jointly released by five authorities including the National Data Bureau and the National Development and Reform Commission, aims to energize high-standard economic development with the development of high-quality computing power and contribute to the building of the country's cyberspace strength and a digital China.

何為“東數西算”？“東數西算”中的“數”，指的是數據，“算”指的是算力，即對數據的處理能力。算力類似于農業時代之水利、工業時代之電力，已成為國民經濟發展的重要基礎設施。作為“東數西算”工程的關鍵節點，全國一體化算力網絡國家樞紐節點，是我國算力網絡的骨干節點。在國家樞紐節點內部，逐步規劃和發展若干數據中心集群。
此次《實施意見》提出到2025年底，綜合算力基礎設施體系初步成型。具體目標如下：國家樞紐節點地區各類新增算力占全國新增算力的60%以上，國家樞紐節點算力資源使用率顯著超過全國平均水平；1ms時延城市算力網、5ms時延區域算力網、20ms時延跨國家樞紐節點算力網在示范區域內初步實現；算力電力雙向協同機制初步形成，國家樞紐節點新建數據中心綠電占比超過80%；用戶使用各類算力的易用性明顯提高、成本明顯降低，國家樞紐節點間網絡傳輸費用大幅降低；算力網關鍵核心技術基本實現安全可靠，以網絡化、普惠化、綠色化為特征的算力網高質量發展格局逐步形成。
《實施意見》從通用算力、智能算力、超級算力一體化布局，東中西部算力一體化協同，算力與數據、算法一體化應用，算力與綠色電力一體化融合，算力發展與安全保障一體化推進等五個統籌出發，推動建設聯網調度、普惠易用、綠色安全的全國一體化算力網。
